In September, Mr. Modi said that people of Indian origin, often referred to as PIOs, would no longer have to register with the police if they stayed more than 180 days at a stretch in India, nor need to renew their card every 15 years. Instead, they would be considered overseas citizens of India, or OCIs, able to come and go as they pleased, for life. The switch came in January and there was no need to do anything to benefit from the reform, But since then, Indian authorities have issued contradictory advice. The latest appears to be a move towards mandating PIOs to switch to an OCI card. This would mean presenting documents at an Indian mission abroad or a Foreigners Regional Registration Office in India where the PIO card was first issued. As a result, some applications have been left in limbo. When Khushru Anklesaria showed up at the FRRO in Mumbai last week to get his Filipino wife’s PIO updated, he was told to deal with the Indian embassy in Abu Dhabi where it was originally issued. But when he called up the embassy, he learned that wouldn’t be possible as he and his wife were no longer residents there. “I’m not sure what we will do,” Mr. Anklesaria said. “It’s full of confusion and nobody is guiding it properly.” For now, he is waiting for a response from the Home Ministry after filing a complaint with officials there. Officials at the Home Ministry did not respond to numerous requests for comment. ![]() ![]() ![]() At the FRRO in Delhi, officers say they expect clarification on the matter within the next couple of weeks. But without guidelines, Indian missions in the U.S., UK and Germany have taken arbitrary decisions on enacting PIO reforms, said Saju James, managing director of Fragomen Immigration Services India Pvt. “This change is great,” Mr. “But now we need some consistency because at the moment foreign missions and FRROs have their own interpretation of the law,” he added. Meanwhile, in Canada and Malaysia, the Indian High Commission in both countries say PIO cards can be stamped to give them lifelong validity, although this is not mandatory. For PIO cardholders in India, officials at the FRRO in Delhi say they are now telling cardholders to apply for a replacement OCI, which will be free but take about 30 days to process. They were earlier offering a life-long validity stamp to PIO cardholders but are no longer doing so.
